Cell Permit format is incorrect (Decryption failure)

This message indicates that the permit header file or some or all of the permit strings are not the correct length. That is the permit file does not conform to the S-63 standard.

This issue should be referred to UKHO Customer Services for investigation.
Additional Notes: The customer should return the permits so that they can be reviewed.

This codes relates to the ECDIS check of the authenticity of the Permit file being loaded
